Simple Grammar Question (fill in the blanks)?

It seems to me like it could be either one. It depends on the context of the statement. If Jim already finished his French lesson but hasn't gone to France yet, then "goes" is correct. If Jim has already been to France then "went" would be correct. Unfortunately, you cant really tell which is meant, so its a bit of a trick question.
